The Great Turtle Shell Shield is located in the Weeping Pennisula near the Castle Morne Rampart Site of Grace. Walk or warp there, then look for a spirit source nearby that you can use with torrent to send you flying high in the sky.
If you go straight up in the spirit spring, you can go in any direction, but your goal is to land right on top of the nearby fortress tower. Once you land there, one of the two items found in the small area is the Great Turtle Shell Shield.
